The idiotic adventures of Herb, an employee of the Department of Tidying Things Up With Everyone's Best Interest's In Mind and No Harm Or Offense Meant To Anyone, once known as the Ministry of Death, before it suffured a bout of progress from which it never recouvered.
The unimaginatively named teenager Steve stumbles into this world of fanatical beauracraucy and reaping of the grim kind, somehow obtaining the postion of "Aquatic Transport Research Manager", and spends his time bugging Herb and making a mess of everything he gets his slimy hands on.
